Feline Beauty

This beauty belongs to my neighbor.  Despite the bell on its collar, I wish that it was not allowed to roam freely, especially since baby birds are just now beginning to stretch their wings to begin flying.  Should I approach my neighbor?

If possible , yes they can keep her inside for a while. The bells are a pain in the ear for a cat.
